    THE NEWS

    • Over the past several years, the University has increased efforts to improve two frequently intersecting aspects of campus social life: sexual climate and drinking culture. Though administrators said the University has previously not combined programs aimed at creating a healthier sexual climate with those intended to reduce high-risk drinking on campus — partly in order to avoid confusion over where to assign blame in sexual misconduct instances — the administrators and the authors of Yale’s semiannual report on sexual misconduct complaints noted that drinking is involved in a number of reported sexual misconduct cases. The University has already started implementing several programs designed to curb drinking and prevent sexual misconduct, such as the mandatory bystander-intervention training for sophomores, said Yale College Dean’s Office fellow Garrett Fiddler ’11.
    • While Connecticut schools have captured the national limelight since 2009 for cutting-edge reforms, state and local legislators lauded President Barack Obama for initiating a federal push for a major overhaul of public education during his State of the Union address last week, which may serve to ameliorate the state’s worst-in-the-nation achievement gap. Obama urged for universal high-quality preschool education, redesigning high school curriculums to emphasize science and math skills that would prepare students for a high-tech workforce and amending the Higher Education Act to factor college affordability into the allocation of federal funds. Obama also announced the implementation of “College Scorecards” that grade schools based on the return on tuition paid, and praised German schools, whose high school degrees mirror U.S. technical degrees.
    • Last month, four juniors founded a brunch delivery service called The Reading List, a startup that brings homemade pancakes and assorted breakfast food directly to customers’ entryways. Since starting their business two weeks ago, the founders have filled 24 orders and hosted a tasting for 75 students, and all four say they aim to fill a void of affordable brunch food available to students outside of campus dining halls.

    • When most of Yale’s campus was asleep at 9 a.m. on Sunday morning, more than 100 high school students flooded Kroon Hall to learn about brain tumors, mathematical symmetry and robotics. The third annual Yale Engineering and Science Weekend (YES-W) — a three-day program run by the Office of Undergraduate Admissions — drew over 100 highly qualified science and engineering high school seniors from the class of 2017 applicant pool to visit campus and participate in science-related events from Feb. 16–18. Though the Admissions Office reached its matriculation goal of a 40 percent STEM-based incoming class for the first time last year, it continues to seek the same percent of science-oriented students for its next class.
    • Over four years after the 2008 recession caused Yale to halt the renovation of Hendrie Hall, administrators hope construction will begin in May 2014. The $45 million renovation of the building — which houses practice spaces and offices for undergraduate musical organizations, along with some School of Music departments — was one of the seven major construction projects put on hold in 2008 when administrators grew concerned about the University’s finances following the economic downturn. After the project received a $5 million donation last winter, University President Richard Levin and School of Music Dean Robert Blocker ramped up discussions with potential donors to raise the remaining funds needed for the project, and Levin told the News last week that he and Blocker are close to securing a donation that will enable the project to move forward next spring and reach completion by 2016.
    • Roughly 200 students flocked to campus this weekend to participate in Yale’s 18th Annual Black Solidarity Conference, which centered around activism in the modern era. The conference, which concluded with a celebration at the Omni Saturday night, included several events throughout Friday and Saturday such as panels on education and virtual activism, a professional networking career fair and a concert at Toad’s.

    • As University President Richard Levin prepares to leave Yale’s highest office next summer, the University prepares to gain a new first couple: President-elect Peter Salovey and his wife, Marta Moret SPH ’84. The tale of Peter and Marta traces its beginning to fall 1983. Salovey had just been elected president of the Graduate and Professional Student Senate, and he would soon experience the first of many presidential perks: meeting Moret, his vice president for communications. Salovey came into GPSCY Bar on York Street for a GPSS meeting when he first laid eyes on Moret, and Moret remembers the moment vividly because, she alleged, Salovey put his glasses on to get a better look when she introduced herself to the group. But if it was love at first sight, it wasn’t quite reciprocated.
    • In the wake of a renewed national focus on mental health services after the Sandy Hook shootings last December, Connecticut Gov. Dannel Malloy has released a budget for the Connecticut Department of Mental Health and Addiction Services that will increase funding for young adult services but may leave some of the state’s most vulnerable patients without public assistance. The proposed budget calls for an increase in support for home and community-based services, in addition to brain injury placements and help for adolescent and early adult patients. But the plan also reduces funding for legal services and testing, including eliminating $1.3 million for research at the Yale-affiliated Connecticut Mental Health Center.
    • Following a comprehensive review of Yale’s doctoral programs conducted in 2011, Graduate School Dean Thomas Pollard released a report on master’s programs Wednesday. The report, which was complied by the Graduate School Dean’s Office, examined the 20 terminal master’s programs administered by the Graduate School of Art and Sciences. Based on interviews with faculty and a comprehensive survey of students, the report recommends that departments review their master’s programs, create a system to track graduates from each program after graduation, conduct regular surveys and find more ways to recognize the important role master’s students play in the University as a whole. According to the report, 84 percent of master’s students said they would recommend their programs to others, but many said they felt master’s students were prioritized below the more numerous undergraduate and doctoral candidates and suggested improvements to advising, course offerings and workspace options.

    • Starting this June, visiting tour groups will not be taking many photos of the iconic entrance hall of Sterling Library. During the upcoming restoration of the Sterling atrium — known as “the nave” in reference to its cathedral-like design — the space will be covered in scaffolding, and library patrons will have to navigate the room using “construction tunnels,” University Librarian Susan Gibbons said in a Monday email.
    • Leo Hickey, a leading scholar in the field of paleontology remembered by friends, family and colleagues for his sense of humor and breadth of academic interest, died of melanoma Saturday morning in Branford, Conn. He was 72. A prominent figure in the field of paleobotany, the study of plant fossils, Hickey came to Yale in 1982 to serve as director of the Peabody Museum of Natural History and became chair of the Geology and Geophysics Department in 2003.

    • This weekend, 500 students converged on campus despite the blizzard for the fourth annual IvyQ, a conference for undergraduate LGBTQ and allied students that Yale hosted for the first time. The sold-out conference — organized by 40 students from across all Ivy League schools — ran roughly 30 workshops as well as opening and closing events, though eight workshops and social activities scheduled for Friday evening were canceled due to the weather. The second annual LGBTQ Gay and Lesbian Alumni Association (GALA) Reunion, which was also scheduled to take place this weekend, was canceled due to closed venues and canceled flights, said Anna Wipfler ’09, the reunion’s co-chair.
    • In 1963, 10 percent of grades awarded by Yale College were A’s. Last spring, that percentage was 62, according to the preliminary report compiled by the Yale College Ad-Hoc Committee on Grading Policy. Prompted by rising GPA cutoffs for high honors and rising grade averages nationwide, Yale College Dean Mary Miller commissioned the committee earlier this fall. Chaired by economics professor Ray Fair, the committee presented its preliminary findings at last Thursday’s Yale College faculty meeting to stimulate further discussion on grading policy and recommend preliminary measures that could be put in place for the 2014-’15 school year, Miller said. The committee’s proposals include increasing transparency across departments by releasing grade breakdowns each semester and a shift from the letter grade system to a 59-100 point scale.

    • A new study of Israeli and Palestinian schoolbooks led by Yale School of Medicine psychiatrist Bruce Wexler has come under fire from the Israeli government. Produced by a team of Israeli and Palestinian researchers who surveyed over 3,100 excerpts from 168 Israeli and Palestinian textbooks, the study, titled “Victims of Our Own Narratives?”, found that the books generally put a nationalistic spin on historical events and frequently depict the other nation as the enemy. But the study also reported that “dehumanizing and demonizing” depictions of Israelis and Palestinians were rare in both peoples’ textbooks, representing a break from other past analyses. In a statement released Jan. 30, the Israeli Ministry of Education accused the report of extreme bias.
    • Robert Eugene Evenson, an economics professor who had been with the University for three decades, died in New Haven of Alzheimer’s disease on Feb. 2. He was 78. A key figure in the field of agricultural science, Evenson directed the Economic Growth Center and International Development Economics Program and researched farm productivity in developing countries, pioneering new methods of surveying and analyzing agricultural households.
    • In the past, Yale has involved itself in ambitious, though carefully planned, expansions of its online presence, notably demonstrated in the Open Yale Courses project. But the University is still one of the only Ivy League schools not yet affiliated with the Massive Open Online Course (MOOC) movement. What is the future of Yale’s online education? Staff reporter Jane Darby Menton investigates.

    • Amid the state’s fiscal crisis and advocacy groups’ cries for education reform, Connecticut Gov. Dannel Malloy announced a $152 million increase in state aid to Connecticut public schools at a Tuesday press conference. The money, which will come in the form of Education Cost Sharing grants, will bolster teaching programs in New Haven and 29 other underperforming alliance districts, with smaller funding increases for other municipalities. Malloy’s announcement preceded today’s unveiling of his proposal for the state’s next two-year budget that will address over $2 billion in projected deficits, according to the Office of Fiscal Analysis.
    • After the University banned freshman fall rush, fraternity leaders said they are seeing significantly larger spring rush classes this year compared to previous years. Three of five fraternity leaders interviewed said their spring rush classes had substantially increased or doubled compared to previous years’ classes, and two fraternities will increase the number of bids they plan to give out this spring in response to larger rush classes.
    • While many singers and musicians from around the world dream of winning their first Grammy Award this Sunday, internationally renowned pianist Emanuel Ax has already reached such an achievement. Ax, who has won seven Grammy Awards, will perform a recital in Sprague Hall tonight as part of the Yale School of Music’s Horowitz Piano Series.

    • With a year left before he steps down as New Haven’s longest-serving mayor, Mayor John DeStefano Jr. delivered his final State of the City address Monday night at City Hall. Speaking to a crowded chamber, DeStefano focused on four areas in his speech: education, the economy, public safety and the budget. Read more about his speech in tomorrow’s News.
    • Representatives from Yale College, the Graduate School of Arts and Sciences and the 12 professional schools are collaborating on a proposal for a University-wide student center. The proposed student center would add new spaces to the University, help connect undergraduates and graduates, and offer late-night activities for students seeking dry nighttime options.
    • Students visiting the Yale University Library home page will now see a very different website from the one available online over the past decade. The new home page, launched this semester, aims to help students and faculty find research materials quickly and easily, said Andrew Predmore, web operations manager for the library. Predmore added that the new page will work better with mobile devices and represent all of Yale’s libraries rather than just the largest ones.

    • Two months after setting up an exploratory committee to consider a potential mayoral run, Connecticut State Rep. Gary Holder-Winfield filed campaign papers with the city clerk Friday morning formalizing his bid for the mayor’s office. His candidacy now official, Holder-Winfield joins Ward 10 Alderman Justin Elicker FES ’10 SOM ’10 and Sundiata Keitazulu, a plumber and New Haven resident, in the race to replace Mayor John DeStefano Jr., who announced last week that he will not seek an 11th term in office. That field is expected to widen in the wake of DeStefano’s announcement, as a number of prominent Elm City residents and city officials are considering a run.
    • Full of nervous anticipation, nearly 30,000 high school students sat down in front of their computers this year to submit applications to Yale’s class of 2017. Aware that some high school students may interact exclusively online with universities during their college searches, Yale’s Office of Undergraduate Admissions expanded onto various social media platforms last year and has maintained a strong online presence ever since.
    • All but two sophomores registered for mandatory bystander intervention training, which took place from Jan. 31 to Feb. 3. Part of an ongoing effort by administrators to improve the campus sexual climate, the 75-minute workshops taught students strategies for intervening in situations when they notice that another person is at risk of sexual harassment or assault.

    • Ward 10 Alderman Justin Elicker FES ’10 SOM ’10 is officially the first mayoral candidate eligible for public financing through New Haven’s Democracy Fund. In a Thursday morning press release, Elicker’s campaign treasurer Melanie Quigley said Elicker’s campaign had reached the 200 contributions necessary to qualify for public financing on Wednesday night, making him eligible for a $19,000 grant and matching funds of up to $125,000 through the Fund.
    • This weekend, the Yale College Council will elect a second replacement member of its executive board in the middle of an academic year for the first time in the council’s history. On Jan. 10, former Yale College Council Vice President Debby Abramov ’14 announced in an email to the YCC that she would not return to Yale this semester, and 12 days later, YCC Secretary Leandro Leviste ’15 also announced that he would take the spring semester off.
    • The Graduate Student Assembly is lobbying the administration to provide more funding opportunities to assist Ph.D. students who need a sixth year to complete their dissertations. The formal Graduate School funding package finances five years of study for doctoral candidates, but many spend an additional year to complete their dissertation.

    • Over 500 staff members packed into the pews of Battell Chapel yesterday morning for a town hall convened by President-elect Peter Salovey, who opened the meeting by discussing his four goals — to create a more unified, innovative, accessible and excellent Yale — that he first outlined when he was announced as Yale’s next president. During the town hall, Salovey said he hopes to make the staff feel integrated with other parts of the University, continue to improve the University’s relationship with local merchants and create opportunities for upward mobility for current staff members.
    • New Haven Public Schools Superintendent Reginald Mayo will retire as early as this June, an upper-level city official told the News this afternoon. The revelation coincides with Mayor John DeStefano Jr.’s announcement that he will not seek re-election this fall after two decades in office, the longest mayoral tenure in the city’s history.
    • Fifty years ago, the Beinecke Rare Book and Manuscript Library opened to mixed reviews: Some felt that the building was out of touch with Yale’s famous Gothic architecture, and others felt the architecture was groundbreaking. At a talk last week honoring the Beinecke’s 50th anniversary, Architecture School Dean Robert A.M. Stern ARC ’65 described the Beinecke as “the jewel in the University’s new crown of modernity.” But though the library has become integral to Yale’s campus, librarians interviewed said there are concerns that the building is not equipped to deal with the library’s growing collection and existing goals of increasing accessibility to its resources.
