Ganja with the wind. State Rep. Juan Candelaria, a Democrat serving New Haven, has introduced legislation that would legalize marijuana. Candelaria told the Hartford Courant that although legalization is a long shot, he proposed the bill because a recent poll showed that 63 percent of voters would support it.
