100 most. New Haven Mayor Toni Harp’s name appeared in Connecticut’s NAACP chapter’s list of the 100 most influential African-Americans in the state. Also honored on the list were Yale Police Department Chief Ronnell Higgins and state Sen. Gary Winfield, who represents the Elm City. The list was decided at this weekend’s NAACP conference in Stamford.
