Mayor John DeStefano Jr. said Tuesday that he plans to establish a full-ride scholarship for city public high school students, though he has yet to release all the details. When asked about how it would affect the city budget — tight this year — he said, “That’s a discussion for another day.” DeStefano was ambiguous on whether there will be a citizenship requirement. When asked whether the award would be available only to “citizens” or to all “residents,” he said the scholarship would be for “graduates.”
