    THE NEWS

    • Proposals to change Yale’s grading system have been tabled until next fall, said Yale College Dean Mary Miller. At today’s Yale College faculty meeting, the Ad-Hoc Committee on Grading presented a report to the faculty that recommended the college adopt a 100-point grading scale and a suggested grade distribution rubric. Though some of the committee’s proposals to increase the transparency of grading across departments were passed, propositions that would alter the grading system were referred back to committee for review. Miller said the committee will present again at next November’s faculty meeting.
    • As President-elect Peter Salovey continues to pack his days with meetings and speeches, he regularly takes time off to cheer on the Bulldogs from the bleachers. And student-athletes have noticed. Salovey said he has not yet decided on any policies pertaining to the athletics program, including policies regarding campus life or recruitment, and added that making any decisions before he has taken office would be premature. Still, he said he has met with a number of alumni representatives and athletic staff, including Director of Athletics Thomas Beckett, to gather information on the athletic program and assess the needs of its community. With the University preparing for a changing of the guard in Woodbridge Hall, possible changes to athletic policy on a campus where many student-athletes said they do not feel supported.
    • In a 90-page report released Thursday, the Yale-NUS Curriculum Committee unveiled the details of the Singaporean college’s curriculum and outlined the process of creating a liberal arts education from scratch. Committee members said the report, which Yale-NUS faculty have been working on since December 2012, aims to address the challenges that have arisen while drafting the curriculum’s current version, such as offering a core curriculum as well as individual majors and balancing general and specialized education. Committee Chair Bryan Garsten and committee member Charles Bailyn, who is also the Yale-NUS Dean of Faculty, said they hope the report will serve as a guide to others looking to experiment with the liberal arts in Asia and also spark conversations about curricular innovation in the United States and elsewhere.

    • In an effort to create an academic track that caters to undergraduates interested in the science, economics and social impact of energy production, the Yale Climate & Energy Institute unveiled a new Energy Studies program this week. YCEI announced on Monday that it is accepting sophomore applications for the program, which will commence in fall 2013. Energy Studies will not be a stand-alone major, and students will complete Energy Studies in conjunction with the requirements of a standard major in Yale College. Pagani said he expects 20 to 30 applicants for the first class of Energy Scholars.
    • When thinking back on the construction of the 360 State St. apartment complex completed in, Ward 7 Alderman Doug Hausladen ’04 said he had an “ah-ha! moment” for a new, progressive city investment strategy. After realizing that the new apartment complex was financed in part via a multiemployer pension fund, Hausladen said he had a vision that New Haven retirees’ pension funds — the largest of which are the Police and Fire Fund, or P&F, and City Employees Retirement Fund, or CERF — could invest in New Haven real estate. Hausladen said he believes this would expand the city’s tax base and thus allow it to lower property taxes, reducing the financial burden of households and luring business back to the city.
    • This month, Yale’s stages have been home to singing pirates, vibrators and a 45-year-old Hollywood star as Hamlet. This week, it’s on to singing, dancing, cursing and lovemaking puppets. “Avenue Q,” playing Thursday through Saturday at the Calhoun Cabaret, is a musical about recent college graduate Princeton, played by Christian Probst ’16, who finds himself moving to a sketchy neighborhood in New York in search of his life’s purpose. There, he befriends a host of characters of questionable morals. About half of the characters in the show are puppets.

    • Jeremiah Quinlan, deputy dean of admissions, has been named Yale’s new dean of undergraduate admissions. Quinlan will replace current Dean of Admissions Jeffrey Brenzel, who announced earlier this year that he will step down at the end of the 2012-’13 academic year. Read tomorrow’s News to find out more about Quinlan’s appointment.
    • On the morning of Valentine’s Day in 1989, Salman Rushdie woke to the news that an entire region of the world wanted him dead. Rushdie, a celebrated and controversial British Indian author, was forced to live in hiding under police protection for nearly a decade after Ayatollah Ruhollah Khomeini, the Supreme Leader of Iran from 1979 to 1989, issued a religious decree, or fatwa, calling for his death. In a Tuesday afternoon talk at the Yale University Art Gallery, Rushdie addressed an audience of more than 300 to speak about his works, political interests and feelings of isolation following the publication of his controversial novel.
    • Despite a two-week stretch of sub-50 temperatures and clear skies, last month’s “Snowpocalypse” continues to affect New Haven and Connecticut residents across the state. According to a Connecticut Labor Department report released Thursday, last month’s massive snowstorm significantly impeded businesses in Connecticut and resulted in the loss of 5,700 jobs. The storm, which buried the Elm City, Connecticut municipalities and much of New England in three feet of snow, shut down countless office buildings, businesses and restaurants between February 8 and 9. As part of the Labor Department’s research, employers across the state were asked to report job figures, and the survey results indicated a drop-off in employment.

    • Over spring break, Yale Dining served over 3,400 meals to students staying in New Haven, the latest addition to a series of expanded dining options this year. This year, Yale Dining introduced a new spring break dining plan that allowed students to eat breakfast, lunch and dinner in Pierson College dining hall during the first week of the break and Ezra Stiles and Morse College dining halls during the second week. Students could access only these dining halls and were charged $7 for each meal. Director of Residential Dining Cathy Van Dyke SOM ’86 said the meal plan served approximately the same number of students that had participated in the winter break meal option.
    • For decades, university administrators across the country have contested the use of affirmative action in college admissions. A ruling from the United States Supreme Court is expected to emerge to settle the issue soon — but in the meantime, a second race-related admissions case has already been added to the Court’s docket. In early 2012, the Supreme Court decided that it would hear the case of Fisher v. Texas — the case of Abigail Fisher, a white student who claimed she was denied admissions to the University of Texas based on racial preference — and a ruling is expected to be made in the coming weeks or months. Despite the lack of a resolution to the Fisher case, the Court made the surprising decision last week to add a second affirmative action case to its next term docket.
    • With the passing of the application deadlines for two of the city’s most important programs for young people, Youth@Work and New Haven Promise, passed, city officials are left with a tangible indication of their progress in providing better growth and developments opportunities for young adults in the Elm CityYouth@Work, a program that provides summer and year round work opportunities for in-school New Haven youth, stopped accepting applications last Thursday and in total received a number of applications comparable to years past.

    • New Haven registered its third homicide of the year early Saturday, interrupting a 65-day streak without homicides. At approximately 2:01 a.m. on Saturday, the New Haven Police Department dispatched officers to the area in front of 39 Thompson St., in the Newhallville neighborhood, after receiving reports of gunfire, said NHPD spokesman David Hartman. The NHPD officers located Eric Forbes, 33, suffering from a gunshot wound to the back. Forbes, a Hamden resident, was transported to Yale-New Haven Hospital, where he was pronounced dead shortly afterwards.
    • Last Friday, Yale’s first student-run pop-up restaurant opened its doors to serve noodles to 60 customers in the Davenport basement. Lucas Sin ’15 recruited three sous-chefs and a business manager in January to create the Underground Noodle Collective. The pop-up restaurant opened for business in the Davenport buttery on Friday from 6-9 p.m., selling bowls of noodles for $8 to students who had made online reservations in advance. Sin and his sous-chefs — Mariona Badenas ’16, Rafi Bildner ’16 and Sarah Strong ’16 — chose to create the collective in order to address a lack of affordable alternatives to the dining hall for weekend meals.
    • Jason Alexander, a Tony Award-winning director, producer and actor best known for his role in the television series “Seinfeld,” spoke about his early career and his path to acting success at a Jonathan Edwards College Master’s Tea Sunday evening. Alexander, who played the role of George Costanza in the popular television series, kept the audience of 70 students and theater enthusiasts riveted throughout the event with funny anecdotes. Alexander described how, as a shy and introverted 6-year-old, he explained to the audience how he had grown as an actor over the span of his career.

    • Four residential colleges have been hit by a string of security breaches over the past couple of weeks. Berkeley, Davenport, Timothy Dwight and Jonathan Edwards colleges have all been targeted in a recent spike in campus crime, leading to several police investigations. Over spring break, the Berkeley subbasement was accessed by several people from outside the Yale community. The break-in was followed by an act of vandalism in the JE dining hall on Sunday morning, in which perpetrators covered the dining hall with a cloud of foam released from a fire extinguisher. Later on Monday evening, an intruder was discovered in a TD entryway and Davenport was struck by a series of thefts early this week.
    • A new city initiative that will be fully operational this spring promises to help New Haven residents find jobs at businesses across the Elm City and inside Yale’s ivy walls. In January 2012, the Board of Aldermen created a Jobs Pipeline Working Group to solve New Haven’s unemployment problems. The solution they are implementing is called New Haven Works, an initiative that will attempt to match 1000 residents with jobs in New Haven over the next four years by assisting applicants with the hiring process.
    • Roughly 20 professors discussed Yale’s venture in Singapore during a closed-door meeting hosted by the Faculty Advisory Committee on Yale-NUS on Thursday afternoon. Most faculty interviewed said the meeting did not adequately address their major concerns about Yale’s partnership with the National University of Singapore, which they said included the impact of Yale-NUS on Yale. Though 11 faculty members involved with the Singaporean college went to the meeting, attendees said they were dissatisfied with the number of Yale administrators and Faculty Advisory Committee members present. Out of the 10-person Yale-NUS Faculty Advisory Committee, only four members came to the meeting — a number that computer science professor Michael Fischer said was surprising, especially because committee chair Marvin Chun did not explain his fellow committee members’ absence.

    • When Yale Law School sends out its coveted admission letters, the nation’s top-ranked law school may not be guaranteeing an equal shot at success for all members of its future classes of aspiring lawyers, a new report has found. According to a study compiled by 12 Law School students this academic year, a majority of J.D. candidates believe that their class background and socio-economic status have influenced their experiences at the school. Based on 243 student responses to a survey the team distributed last fall, the report highlights student concerns related to class differences — such as access to informal networks that are only available to upper-class students — and recommends strategies for addressing them.
    • After using the same software system for over a decade, Yale has begun the process of moving to a new, updated system. Following more than a year of deliberations, administrators selected Workday last fall as Yale’s next administrative software system. The current system, Oracle E-Business Suite, was installed over a dozen years ago and has “reached the end of its useful life,” said Shauna King, vice president for finance and business operations. Though planning for the shift of the University’s human resources operations and payroll transactions to Workday will begin this spring, the new system will not go live in those two areas until late 2014, and the final phase of the project is expected to finish in 2016.
    • New legislation being debated in Hartford could expand the enforceability of sexual assault charges. The state’s Judiciary Committee is considering legislation that would broaden the definition of physical helplessness in sexual assaults to include people with severe mental and physical disabilities. Although similar legislation was proposed in three previous legislative sessions, it gained more traction this year after the state Supreme Court ruled in the 2012 case State v. Fourtin that a man who had sexual contact with a woman with cerebral palsy was not guilty of sexual assault. The woman, who could not walk or talk, was technically not physically helpless because she could have expressed unwillingness by kicking, biting or screaming.

    • With Commencement looming two months away, Yale is racing to prepare its seniors for life after graduation, especially in the daunting realm of personal finance. But the University’s current offerings may not be enough. Though the Financial Aid Office launched an initiative last month to promote knowledge among students about basic financial matters such as banking and credit debt, students are also turning to outside sources for information. In an effort to help seniors organize their postgraduation finances, Stephen Blum ’74, director of strategic initiatives for the Association of Yale Alumni, plans to hold informal Q-and-A finance sessions in the residential colleges and in the Graduate School, sponsored by the AYA and Students and Alumni of Yale, or STAY. Titled “Financial Life After Yale,” the sessions will touch on topics such as budgeting, taxes, rent and insurance.
    • Camp Kesem, a university-based weeklong summer camp program for kids with parents affected by cancer, may come to campus during summer 2014. Amanda Murray ’14 and Danna Moustafa ’14 have spearheaded a campaign to establish a Yale chapter of the camp, which began at Stanford University 13 years ago and has since extended to 41 camps in 24 states. The camp hosts over 2,000 children each year and it aims to benefit campers while also giving Yale students, who would work as counselors, a deeper sense of perspective.

    • President-elect Peter Salovey will jet to Singapore next month for meetings with Yale-NUS administrators as he continues to prepare for the University presidency. But when the former provost touches down on the Singaporean campus, the construction site will be a familiar sight. Salovey was one of the initial seven professors and administrators to first visit the campus site in 2009. Because Yale’s next president has been involved throughout its development, administrators interviewed said they do not expect any major changes to the direction of the Singaporean venture after Salovey takes office on June 30.
    • Henry Fernandez LAW ’94, the current CEO of consulting firm Fernandez Advisors — a group that provides support for nonprofits and progressive movements nationwide — told the News on Monday that he is running for mayor. Fernandez, a former economic development administrator for the city and the co-founder of LEAP, a youth agency in New Haven, said he has a vision for New Haven as “one city,” and that the Elm City has potential in its diversity, the entrepreneurship of its immigrant communities and its various college campuses.
    • Nearly two weeks after an order from the state’s Labor Department halted construction, work has resumed on an Amity branch of Chase Bank, the retail arm of banking giant JP Morgan Chase. The Connecticut Department of Labor halted construction on the branch — which is located no more than 20 feet from the New Haven–Woodbridge town line on Amity Road — when on March 14 it issued a stop-work order to five companies involved in the project. The order came after a tip from the federal Occupational Safety and Health Administration led to a March 13 investigation of the site that revealed that the five companies could not provide records showing proof of workers’ compensation, suggesting that they were misclassifying their employees as independent contractors.

    THE NEWS

    •  A recent ruling by a Mexican court declared that former Mexican President and Yale professor Ernesto Zedillo GRD ’81 — who was accused of committing war crimes during his presidency but was granted a suggestion of immunity by the State Department last year — is not eligible for immunity protection under the Mexican Constitution. In the March 6 ruling, the court also invalidated a letter from the former Mexican Ambassador to the United States Arturo Sarukhan to former Secretary of State Hillary Clinton LAW ’73 requesting immunity for Zedillo, claiming that the letter did not satisfy several conditions essential to its validity under Mexican law. Experts interviewed said if the State Department decides to withdraw its suggestion of immunity as a result of the Mexican court’s ruling, the outcome of the lawsuit against Zedillo may be affected. The Hartford federal court, which has jurisdiction over the case because Zedillo is a resident of Connecticut, has not yet ruled on Zedillo’s request for immunity.
    • Karl Turekian, a giant in the field of geology who brought dynamism and energy to the Geology and Geophysics Department for over half a century, died of cancer in Branford, Conn., on March 15. He was 85. Turekian, a Sterling Professor of geology and geophysics, oversaw modern geochemistry’s coming of age while researching at Yale for 57 years starting in 1956. Colleagues interviewed said Turekian had reached the pinnacle of achievement in his profession, collecting countless accolades and participating in some of the most significant scientific research of the 20th century – including the study of the first lunar samples collected during the Apollo space mission.
    • After heated debate over how to handle this year’s excess snow days — including the cancellation of February break following last month’s blizzard —  New Haven Public Schools found a solution. NHPS officials decided to make up the days by extending the school year into June and turning certain half days into full days. April break, unlike February break, will remain untouched. School officials said the decision was made after consulting parents, teachers and school administers, and that this solution is in the best interest of the district.

    • Though the School of Management reported a slight decrease in the overall participation rate in its alumni fund for the 2012 fiscal year, the school has maintained a high alumni participation rate over the past 10 years in comparison to peer schools. The SOM’s alumni fund raised roughly $1,500,000 during the 2012 fiscal year and over 44 percent of alumni made donations — down from roughly 49 percent in the 2011 fiscal year. With over 40 percent of SOM alumni participating in the alumni fund each year over the past 10 fiscal years, the school has the second-highest alumni participation rate among U.S. business schools.
    • The Academic Review Committee is homing in on possible ways for the University to allocate faculty teaching positions between departments. For the past four years, the University has been unable to fund as many new teaching positions and initiatives as it could before the onset of the recession in 2008, Provost Benjamin Polak said, adding that new strategies are necessary to ensure that departments can plan for the future.
    • On an ordinary day, the lobby of the Student Financial Services Center is clean, brightly lit — and almost completely empty. The center, which contains the financial aid offices for Yale College and other Yale schools, employs a team of 14 full-time staff members, roughly two-thirds of whom are qualified to provide students with information on financial aid, financial policies and personal finance, upon request. Following a Feb. 27 report that found that the majority of college students are highly inexperienced in matters of personal finance, the report concluded with a strong recommendation that all colleges implement a mandatory financial literacy curriculum for students. University Director of Financial Aid Caesar Storlazzi said he and his staff are eager to help students get started managing their finances, but he added that his office must first raise awareness about the services it offers.
