On Thursday, the Department of Labor arrested Gourmet Heaven owner Chung Cho, the New Haven Police Department announced Monday afternoon. Cho, who has been under investigation by the DOL, is facing 21 counts of felony wage theft, 20 counts of defrauding an alien worker of wages, a misdemeanor, and one count of first-degree larceny, a Class B felony.

Cho has posted his $5,000 bond and will go to court for arraignment on March 3.

The DOL, NHPD and New Haven Board of Aldermen will host a press conference about the arrest at police headquarters on Wednesday, where further details are expected to surface.

After a DOL investigation that began in August, Cho was found guilty of paying 25 workers under minimum wage over the course of several years. In a settlement, he agreed to pay a total of $140,000 in back wages to the workers, as well as a $10,000 fine to the DOL.

However, workers’ anonymous allegations to the DOL and the press about continuing improper payment, mistreatment and ethnic discrimination prompted further investigation by the DOL and the Labor Commission.
